I've never worked with it, but Koto is African Ash, so the guy probably heard "Ash" and went with it.
I picked up my wood book and spec wise koto is a bit softer than Silver Ash (670 vs 600) but all other attributes looked similar on paper.
Nothing stood out that looked to be a problem

I must be the only real lazy one here. There's a place just around the corner from where I work that I get to sharpen my spoke shave, hand plane blades, drill bits etc. its only a couple dollars each time which isn't very often as it seems to last a LOT longer than if I do it myself. You said you are passing 17" (43cm) through a 40cm sander.
Its possible that maybe its not shimmed exact and this outer point is at the lowest position creating the extra friction resulting in the wear?

I own this same model. I've put it through enough stress that it cooked the controller board and had to be replaced. Its never lost the paper and I've changed it several times My first guess would be that you're not getting the paper tight enough to the drum, which would create a couple problems inc...

Are you going to grain fill and clear coat this?
If so you could fill with epoxy or super glue and it'll hide reasonably well. You'll know its there, but it won't stand right out.

You'll probably get a lot of people saying not to have the gaps to start with. One piece of advice I'll offer is that even if you make and color match a filler perfectly, the clear coat will make it a different color again and it'll stand out like dogs balls. Ask me how I know this, actually, don't....
