I am not surprised.
I lived in S Korea for 14 months. When I was there they told us in the orientation class that they figured 90% of the drivers had their license for less than 5 years. I had no problems believing it. I was in Uijeongbu, north of Seoul and had to drive into Seoul several times. What a freakin' mess! I have never seen traffic that was remotely close to the cluster they call rush hour, which start before 5 and ended after 9 Monday - Saturday.
